Recommended sampling plan to detect HLB 

The original CDFA Action plan for commercial orchards, following a nearby huanglongbing detection, called for a surveying and sampling 25% of orchard trees using a hierarchical protocol. While this was a valid plan for diseases like Plum Pox Virus, HLB shows distinct patterns of disease prevalence in orchard edges. DATOC therefore recommended to the CPDPC that the Action Plan be changed to include a sampling plan which focused on orchard edges. 

The CPDPC approved the recommended change on March 12, 2019, and it was approved by the Secretary of the California Department of Food and Agriculture later in the month.
